I refer to your letter of the 6th November about the incidence of cost of relief to Hong Kong University students who escaped to Free China.

I understand that you have been using the funds of certain municipalities in the Far East to meet the cost of relief to dependants of their employees, etc., but that you would feel difficulty in similarly making further use of the University's funds since the University is several degrees further remote from the Government than the municipal

authorities.
